PPDC Launches $7,500 Budeshi Grant to Boost Grassroots Procurement Monitoring

The Public and Private Development Centre (PPDC) has officially opened applications for its $7,500 Budeshi Mini Grant, aimed at strengthening grassroots transparency by empowering local actors who monitor public procurement projects across Nigeria.

Supporting Grassroots Accountability

Unveiled during a press briefing in Abuja, PPDC’s Chief Executive Officer, Mrs. Lucy Abagi, explained that the grant targets citizen advocates, local organisations, and community-based project monitors. Each participant will receive $300 in funding, along with specialized training to build their advocacy and data-gathering skills.

“This initiative is more than financial support,” said Abagi. “It’s a movement to put transparency and accountability tools directly in the hands of those closest to the projects in their communities.”

Technology-Powered, People-Driven

The Budeshi Mini Grant is a joint effort between PPDC and Devon Technologies Ltd., delivered through the Budeshi platform, a digital space designed to ensure an open, inclusive, and transparent grant process. It allows applicants to register, apply, and manage grants easily while promoting citizen-led tracking of public contracts and service delivery.

According to Abagi, the platform helps local monitors go beyond accessing information. “We want them to analyze data, speak up, and hold public officials accountable,” she said. “When citizens are empowered with the right tools, they don’t just track projects, they change the system.”

Skills That Drive Change

Precious Adigwe, Programme Officer at PPDC, added that 37 institutions across Nigeria are expected to participate in the 2025 programme. Participants will be trained on data collection, analysis, policy advocacy, the use of the Freedom of Information (FOI) Act, and effective community engagement.

“The training is designed to leave a long-term impact, not just in the organisations, but also in the lives of the individuals involved,” Adigwe explained. “It’s a complete strategy to drive community-led advocacy and governance.”

Looking Beyond Nigeria

Beyond its local goals, the Budeshi initiative sets its sights on a broader vision, a pan-African network of civic advocates. Abagi expressed hope that the model would be adopted across other African countries, enhancing governance through citizen participation, technology, and transparency.

While PPDC is funding the project, the organisation encourages partnerships with donors, philanthropists, and development agencies to expand and sustain the programme.
