YouTube is set to enforce a major update to its monetization policy starting July 15, 2025, aimed at cracking down on low-effort, AI-generated, and repetitive content. While the platform has long restricted certain types of reused content, this new change focuses more on how YouTube identifies and enforces its policies, not necessarily adding new rules, but refining existing ones.

This update is especially important for content creators who rely on bulk content creation, faceless videos, or automated narration.

What’s Changing?

YouTube will now more strictly enforce its monetization guidelines, particularly around:

  • Mass-produced and repetitive videos: These include templated content like slideshows, stock footage with minimal commentary, or AI voiceovers with little human creativity.
  • AI-generated content: While AI tools aren’t banned, videos created with AI must show clear human involvement and originality. Channels using only AI narration, scripts, or reused clips risk being demonetized.
  • Low-effort reaction content: Reactions that lack meaningful commentary or personal input may also face demonetization.

“These types of content have never been eligible for monetization, but now we’re improving how we identify them,” YouTube explained in a recent statement.

What’s Not Changing?

  • Monetization thresholds remain the same:
    • 1,000 subscribers and 4,000 public watch hours in the past 12 months, or
    • 10 million valid Shorts views in the past 90 days.
  • Use of AI remains allowed as long as the content is creative, personal, and not deceptive.
  • No total ban on faceless channels, but the content must offer real value, uniqueness, and human creativity.

Who’s Affected?

YouTube has made it clear that the update targets creators whose content:

  • Uses stock visuals and voiceovers with little editing or originality,
  • Heavily recycles clips without transformative commentary,
  • Uploads bulk content with repeated formats or low engagement tactics.

These creators may:

  • Lose access to the YouTube Partner Program (YPP),
  • Face channel-wide demonetization, not just video-specific,
  • Suffer reduced visibility or even strikes.

YouTube’s Goal Behind the Update

YouTube says the policy refinement is designed to:

  • Promote high-quality, original content,
  • Reduce AI-generated spam and misinformation,
  • Protect advertisers and viewers from low-effort, deceptive uploads.

“This isn’t a ban on AI,” YouTube added. “But a move to ensure human creativity remains central on our platform.”

Best Practices Before July 15

To avoid falling victim to demonetization:

  • Review all monetized videos, remove or update any that lack originality.
