U.S. Launches $25M Technology Gateway Program to Boost Trusted Digital Tech Worldwide

The United States Department of State, through its Bureau of Cyberspace and Digital Policy (CDP), has launched an open call for organizations to implement the Technology Gateway Program (TECHGATE), a major international initiative aimed at expanding access to trusted U.S. digital technology solutions worldwide.

Set to run over 36 months, TECHGATE is backed by a $25 million fund, combining $13 million from Economic Support Funds (ESF) and $12 million from Assistance for Europe, Eurasia, and Central Asia (AEECA). This ambitious project aims to support partner governments in acquiring and integrating reliable, American-made digital and cybersecurity technologies, contributing to global cyber resilience and U.S. national security goals.

TECHGATE is designed as a large-scale digital technology and knowledge transfer program, equipping eligible foreign governments with the tools, training, and resources to confidently adopt trusted technologies, particularly in areas critical to civilian infrastructure and digital development.

Working with a selected implementing organization, the program will use a “total package approach,” supporting countries through every step of the process, from technology needs assessment to procurement, logistics, deployment, and long-term integration.

Objectives and Strategic Focus

The core objectives of TECHGATE include:

  • Promoting the international adoption of U.S. and allied trusted technologies, including open-source platforms.
  • Enhancing the security and reliability of foreign digital infrastructure, particularly those that may carry U.S. proprietary data.
  • Boosting digital skills in partner countries through training, procurement expertise, and deployment support.

Key Pillars of the Program

TECHGATE is structured around four strategic pillars:

  2. Advancing an Open and Secure Internet – Supporting rights-respecting governance and digital policy.
  3. Growing Global Markets – Promoting U.S. ICT products and services abroad.
  4. Enhancing Cybersecurity – Encouraging global adoption of cybersecurity best practices.

What Will Be Funded?

The program supports a wide range of digital infrastructure needs, including:

  • Hardware Solutions
  • Foundational Virtual Infrastructure and Licensing
  • Cybersecurity Software
  • AI Integration Tools
  • Telecommunications Components

Expected Outcomes

Short-Term: Rapid access to tools needed to harden and secure networks, deploy AI systems, and enhance trusted connectivity.
Medium-Term: Governments develop procurement capacity for trustworthy technologies.
Long-Term: Regular and sustained use of secure digital solutions in national systems.

Who Can Apply?

The Department of State encourages applications from:

  • U.S.-based nonprofits registered under sections 501(c)(3) or 501(c)(6) of the IRS tax code.
  • U.S.-based for-profit organizations with experience in digital technology implementation.

The application deadline is August 29, 2025, and all interested entities can find full details and apply via Grants.gov.

With cybersecurity threats rising globally, the Technology Gateway Program offers a powerful opportunity to shape a more secure, open, and connected digital future. This effort not only boosts U.S. foreign relations but also supports partner nations in building sustainable digital economies.
